Tren istasyonundan kente gelen \u00fcr\u00fcnler k\u0131y\u0131ya paralel bir caddeden (\u0130stasyon Caddesi) ta\u015f\u0131narak iskelelere da\u011f\u0131t\u0131l\u0131yordu. \u0130skelelerin \u00e7ocu\u011fu Mersin artan i\u015f hacmi ve n\u00fcfusuyla yap\u0131la\u015fmaya, \u015fehrin mimari kimli\u011fi de bu d\u00f6nemde olu\u015fmaya ba\u015flam\u0131\u015ft\u0131. 1938\u2019de H. Jansen haz\u0131rlad\u0131\u011f\u0131 planda \u015fehrin \u00f6ncelikle bir liman \u015fehri oldu\u011funu dolay\u0131s\u0131yla yo\u011fun bir ticari faaliyet \u00fcretti\u011fini ortaya koymu\u015f, mevcut kent merkezinin korunmas\u0131 gerekti\u011fini belirtmi\u015f, Mersin\u2019i deniz ile direkt ili\u015fki kuran bir \u015fehir olarak tan\u0131mlam\u0131\u015f, konut a\u011f\u0131rl\u0131kl\u0131 geli\u015fme b\u00f6lgelerini de bah\u00e7e \u015fehir anlay\u0131\u015f\u0131 ile tasarlam\u0131\u015ft\u0131.<\/p>\n\n\n\n 1963 y\u0131l\u0131nda merkezi idare taraf\u0131ndan haz\u0131rlanan planda tar\u0131msal topra\u011f\u0131n korunmas\u0131 ama\u00e7lanm\u0131\u015f, ancak ne kadar geni\u015f yol o kadar y\u00fcksek bina mant\u0131\u011f\u0131yla \u015fehrin siluetine ilk darbe vurulmaya ba\u015flanm\u0131\u015ft\u0131. 1985 y\u0131l\u0131nda yerel y\u00f6netimin haz\u0131rlad\u0131\u011f\u0131 planlar kent b\u00fct\u00fcn\u00fcne y\u00f6nelik olmam\u0131\u015f, b\u00f6lge veya parsel baz\u0131nda \u00e7al\u0131\u015fmalar yap\u0131lm\u0131\u015ft\u0131. Bu \u015fu anlama gelmekteydi, yolunu bulan parseline \u00e7evresi ile uyumsuz y\u00fcksekliklerde bina yapabilecekti.
